Duck Stamp Modernization Act of 2023: A New Era for Conservation

Get the Latest Information About the Federal Duck Stamp and Other Initiatives From the U.S. Fish and Wildlife Service

On December 19, 2023, President Joe Biden signed the Duck Stamp Modernization Act of 2023, introducing a major update for hunters and conservationists. Now, instead of carrying a physical Duck Stamp, purchasers will receive a digital barcode or physical receipt upon buying a stamp. Either one is valid for the entire hunting season, and serves as proof of compliance. Physical stamps will still be mailed after March 10 to collectors or those who request them, but they are no longer required to be carried while hunting.

How Does It Work?

When purchasing a Duck Stamp, individuals will immediately receive a digital barcode or physical receipt, which can be stored on the user’s mobile device, and be used as legal compliance throughout the season. The barcode will be valid until June 30 of the following year, aligning with the traditional Duck Stamp’s validity.

Physical Stamp for Collectors

While the physical stamp is no longer required for compliance, collectors can still receive their commemorative stamp by mail after March 10 of the following year. These beautifully crafted stamps, featuring the artwork of talented wildlife artists, remain a cherished tradition for many, adding both artistic and historical value to collections.

The Importance of the Duck Stamp Program

For almost 90 years, the Federal Duck Stamp has been one of the most successful conservation efforts in U.S. history. With 98% of proceeds going directly to wetland conservation, the program has raised over $1.2 billion and protected more than 6 million acres of habitat critical for migratory birds and other wildlife. Wetlands play a vital role in improving water quality, reducing flooding, and providing recreational opportunities, making the Duck Stamp program essential to protecting both wildlife and the environment.

What Does the New Law Mean for Hunters and Collectors?

Hunters now benefit from the convenience of the digital barcode, which they can store on their phones as proof of compliance, eliminating the need to carry a physical stamp. Collectors can still enjoy the tradition of receiving their beautifully designed Federal Duck Stamp, while contributing to the preservation of America’s natural heritage.
