WHAT IS THE DUCK STAMP
MODERNIZATION ACT OF 2023?
Introduced on December 19, 2023, the Duck Stamp Modernization Act was signed by President Biden in an effort to simplify the process for hunters to acquire necessary licensing. This act modifies provisions regarding the Migratory Bird Hunting and Conservation Stamp, commonly referred to as the duck stamp, including allowing an individual to be carrying an electronic stamp, rather than a paper stamp, at the time of taking waterfowl.
ELECTRONIC STAMPS
The act will allow hunters access to an electronic duck stamp via their smartphone to meet the requirement that they purchase a Federal Duck Stamp and carry it while in the field.
STATE ISSUANCE
The act requires states to issue electronic stamps at the time of purchase. These new electronic stamps are valid through the first June 30 after issuance.
PHYSICAL STAMPS STILL ISSUED
Collectors and those who prefer a traditional stamp still receive a physical Duck Stamp in the mail. Stamps will be issued after March 10 of the following year after purchasing the E-Stamp.

ARTIST SPOTLIGHT: ADAM GRIMM
Talented South Dakota artist Adam Grimm has claimed his third triumph in the Federal Duck Stamp Art Contest, this time with a stunning acrylic portrayal of a pair of spectacled eiders . The official announcement came during a live event at the Bruce Museum in Greenwich, Connecticut, where his masterpiece was selected from 239 talented entries over two days of intense judging.
Grimm’s latest creation will be featured on the 2025–2026 Federal Migratory Bird Hunting and Conservation Stamp, set for release on June 27, 2025, during the First Day of Sale ceremony in Stuttgart, Arkansas. The piece not only celebrates Grimm’s artistic talent but also underlines the Duck Stamp’s enduring mission: to fund habitat protection through art.
This marks Grimm’s third win in the national contest—his first in 1999 cemented his place as the youngest artist to ever win the prestigious competition, at just 21 years old. Beyond just a stamp artist, Grimm’s vivid eider painting contributes to a legacy of conservation—over $1.3 billion raised and 6 million acres protected since the program began in 1934.
